If the team leader first enters Oasis when he's in NVHM at level 15, his (and his team mates') missions / loot / enemies etc in Scarlett DLC are started at level 15 and the rewards for completing the first mission are $674 / 11835 XP & a shield or assault rifle. The key is that the level of the initial areas are set when the town of Oasis is first entered which automatically generates the first Scarlett mission A Warm Welcome. What does the last question have to do with the DLC? Sometimes I farm vending machines and stuck like that without my friend, but for the most part, we don't play without each other.
What levels are you two? Do you ever play solo or in coop without each other? And in coop why don't you play as four for more and better loot? We're levels 30 and 31 as stated in the opening comment. The game doesn't have any way of interpreting the concept of what "we" do in coop - it only interprets the then-current and past-level history of the team leader in coop.
